This is true. But the House Speaker was Paul Ryan and he didn't like Trump.
So a lot of things Trump wanted to do got held up by him and others that didn't like Trump.
It's up to the Speaker what bills get brought to the floor for debate and passage, and Ryan opposed him at every turn.
So yes Republicans held both chambers, but there were a lot of obstructions to go through.
