Jesus is our Good Shepherd who shepherds His lambs and sheep personally.
It's no longer like the Old Testament being shepherd by 'hired shepherds'.

Why are you surprised?
No brainer, the scripture explains clear as day that the 'anointing' is in us to learn All Scripture = Holy Bible and don't need a teacher.

Of course Paul taught the 'same' idea that Christ and His Apostles taught with the one Gospel of Jesus Christ, to believe on the death and resurrection of Lord Jesus for the remission of sins, and then His command to get baptized (Romans 10:8-13 and many other verses in Paul's Epistles; John 3:16; Mark 16:16, in The Gospel Books, with many other verses of the like, etc.)
The confusion between The Gospel as taught by Lord Jesus and His Apostles vs. Paul only happened with the start of the 1800's pre-trib rapture theory. That theory wrongly separates the nation of Israel from Christ's Church in order to create more support for the false idea of a rapture prior to the coming great tribulation. It's from John Darby's Dispensationalist theories.
What Paul showed simply was that Peter would take The One Gospel to the Jews, and Paul would take the same One Gospel to the Gentiles. The "mystery" is about that, Paul's stewardship in The One Gospel to the Gentiles, which up to that point in time no one in Israel understood. Yet per Acts 9, Lord Jesus also said He made Paul His "chosen vessel" to take that same Gospel to kings, AND... to the children of Israel. Even with the beginning of Paul's Ministry his preaching The Gospel was inside the Jewish synagogues to both Jews and Gentiles.

The chosen 12 and commissioned them to go and make disciples of all nations, and baptize them.
They were ministering their Gospel majoritively to Gentiles in all nations, way before Paul became a believer in middle of the book of Acts.
End of discussion.
Last one for the road, by which Gospel, Cornelius a Gentile among many not recorded, was saved??
