Lets put it this way, Cornelius and his household received the Holy Spirit and spoke in tongues as the disciples did at Pentecost before they were baptised in water (Acts ch10)
It is possible for a person to be baptised in the Spirit as the disciples were at pentecost and speak in tongues as they did prior to being baptised in water. That is scriptural
No they were not filled with the spirit or born again, it was an outward sign to Peter that the gentiles are included
“As I began to speak, the Holy Spirit came on them as he had come on us at the beginning. 16 Then I remembered what the Lord had said: ‘John baptized with water, but you will be baptized with the Holy Spirit.’ 17 So if God gave them the same gift he gave us who believed in the Lord Jesus Christ, who was I to think that I could stand in God’s way?” Acts11:15-17

It doesnt matter how much you rigidly quote the letter, Cornelius and his household were baptised in the Holy Spirit AS the disciples were at Pentecost PRIOR to being baptised in water. So I imagine you believe those who are not born again of the Spirit can be baptised in the Holy Spirit. As you consider Peter to be the first pope(though James was the head of the church) I hope you will accept what he plainly stated on the matter
The Holy Spirit comes upon a person and powerfully convicts them of their sin. They sink to their knees, tears streaming down their cheeks and repent, they cry out to God for the forgiveness of their sin, and ask Christ to be Lord and Saviour of their life. How will God respond. Will He say: ''I will forgive you but not yet, only when you have been baptised in water''

Do you observe, or even try to obey each and everything Christ taught and commanded in the Gospels? Its a dangerous thing to just quote the letter, for you can never live up to what you are quoting
