According to this verse, GOD already finish HIS work victoriously, it is just that every thing written need to come to pass.

No, I am not saying he did not, but I am trying to find where it is written, by God, how.
We had a lot of time before the written word was recorded and everything until that time was passed down word by mouth.
You have to admit that is a faulty, at best, way to relay things for even when things are written here, another will carry it forward with an embellishment or omission.
He predestined US. Does that mean each of us specifically or does that mean collectively as a generational downline?
He predestined us "us unto the adoption of children by Jesus Christ to HIMSELF," even though Christ Jesus , Himself, said in Mathew 15:24 But He answered and said, “I was sent only to the lost sheep of the house of Israel.” ?
When were we supposed to be adopted when Jesus was clear in what he said?

They IOW were to go for the lost sheep. Those chosen who had strayed.
It was not until that Gentile woman of faith came for a healing of her daughter... and Jesus said ... I was sent only to the lost sheep of the house of Israel. ..... and she was so persistent in her faith that things moved along for us.
Romans 11:11-12 tells us... 11 So I ask, did they stumble in order that they might fall? By no means! Rather, through their trespass salvation has come to the Gentiles, so as to make Israel jealous. 12 Now if their trespass means riches for the world, and if their failure means riches for the Gentiles, how much more will their full inclusion[a] mean!

I personally do not believe that the Gentiles were predestined before time.
