Thank you for sharing more of the chapter. The book of Romans is well worth repeated reading (as is most if not all scripture). Salvation is offered to all, but only accepted by some. So the real question is why does anyone believe in an omnipotent, omniscient, omnipresent God and creator, or that He chose to reveal Himself in scripture and in the person of His Son, dying for the propitiation of sin, and rising from the dead in glory? Not a whole lot of appeal there to the rational mind of man. Also @K9Buck
Vessels for dishonor are not condemned to stay that way.
2 Timothy 2:
20 But in a great house there are not only vessels of gold and silver, but also of wood and clay, some for honor and some for dishonor. 21 Therefore if anyone cleanses himself from the latter, he will be a vessel for honor, sanctified and useful for the Master, prepared for every good work.
