Russia question: Because the government was co-opted by Communism under Roosevelt. Since then, America lost an unchallenged role as the world's superpower and there's nothing we can do about it at this point but hope they don't attack. North Korea I don't know, maybe because Bush had to fry Saddam because Saddam hurt his daddy's feelings and decided to not go after the real terrorists. The "ambassador" was a CIA stooge who was directing arms shipments into Syria to overthrow the popular government there.
