Is it possible for a locked thread to be removed from the list of New Posts, where, because you only go the last post you have viewed, it appears in the New Post List until all of its remaining posts on all of the pages has been worked through. Perhaps the action of mod's locking of the thread could be recorded such that people are taken to their post of the thread being locked. If they want to read the posts prior to the thread being lock, they can then do so by paging through in the normal manner by going to their first unread post. There was, from memory, a button that did that for you.
