Okay so, what if someone did something horrible like murder without reason or raped someone, if they accepted god they would get into Heaven. How is that fair? How is that okay? What’s stopping them from going around harming people in heaven?

Now to answer this question, let’s set the ground rules first.
The Lord is against murder, which is defined as unlawful killing. It is a sin, because it violates the Ten Commandments, which is God’s law.

Exodus 20:13 You shall not murder.

The Lord is against rape, which is defined as forced sexual intercourse. It is a sin, because it violates God’s greatest commandment, to love one another.

1 Cor 13:4-5 4 Love is patient and kind; love does not envy or boast; it is not arrogant 5 or rude. It does not insist on its own way; it is not irritable or resentful

Love does not insist on it’s own way. Love does not force itself on to other people. If someone does not want to engage in sexual activity, then the other person must respect that decision, they must not sexually assault people.

Galatians 5:14 For the whole law is fulfilled in one word: “You shall love your neighbor as yourself.”

Someone who loves their neighbor does not rape them, they do not force themselves on them.

Romans 13:8-10 Owe no one anything, except to love each other, for the one who loves another has fulfilled the law. For the commandments, “You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and any other commandment, are summed up in this word: “You shall love your neighbor as yourself.” Love does no wrong to a neighbor; therefore love is the fulfilling of the law.

The Bible describes the tragedy of rape in a fittingly named book called “Lamentations” which is related to mourning over sin. One such sins is the sin of rape, sexual assault, which God is against.

Lamentations 5:11
Women are raped in Zion, young women in the towns of Judah.

The word rape here is defined as such

It’s connected to the words ravished, oppress, treating harshly, dealing harshly, forced submission, mistreatment, afflict, violate, force, defile, weakened, to trouble

All the murderers and rapists will suffer from their sins. They will suffer the natural consequences for their wrongdoings, which is death. That is the punishment for their transgressions, to be sent to Sheol.

As Christians it’s our duty to expose people who have committed the crimes of murder and rape, they are direct violations of the Lord’s Holy Law.
Ephesians 5:11 Take no part in the unfruitful works of darkness, but instead expose them.

Proverbs 11:21 Be assured, an evil person will not go unpunished, but the offspring of the righteous will be delivered.

The only way to be washed from these sins is to believe in Christ. Jesus mercifully paid the penalty for all our transgressions; He died on the cross and was resurrected 3 days later. He literally paid the penalty for sin, which is death, for us. Thus, eventually, everyone will believe in Jesus Christ and be washed of sin, death. All the murderers and rapists will repent, which means, recognize their sins. Indeed, the murderers will recognize that murder is evil. The rapists will recognize that rape is evil. This will lead them to seek a savior, which is Jesus Christ, and have faith alone in Him to be saved.

To answer your question more directly. It’s never okay to murder. It’s never okay to sin. From a judgement perspective, one sin, even the smallest one = death. All of us deserve death, that’s our punishment for having sin. We all have wrong doings. God is perfect. He requires perfection.

James 2:13 Mercy triumphs over judgment.

Yet God loves us unconditionally. He’s merciful to us, our wrong doings. And the consequences of sin are severe, it’s literally death! That’s why Jesus had to die, and why He resurrected. From Christ’s perspective, He lived a perfect life, it’s not fair that He died, that He had to suffer such a horrible death for all our sins. He did nothing wrong, literally! And yet, He chose to sacrifice Himself, out of unconditional love for the whole world. John 3:16.

However, even if a person is saved, sin is still evil. It’s still wrong for a Christian to sin, just like how it’s still wrong for anyone to sin. For all humans, we experience guilt when we sin. When a non-Christian sins, they have the bloodguilt that makes them feel temporary mental anguish and that gives them death, and this bloodguilt is washed away. Christians also experience temporary mental anguish when we sin,

Ephesians 1:13 In him you also, when you heard the word of truth, the gospel of your salvation, and believed in him, were sealed with the promised Holy Spirit,

Ephesians 4:30 And do not grieve the Holy Spirit of God, by whom you were sealed for the day of redemption.

What is grieving the Holy Spirit? It’s committing sin. Even though we are sealed for salvation, to be given glorified resurrected bodies, right now, when we sin we hurt ourselves, literally, because it hurts the Holy Ghost who is inside of us. Therefore, we must not sin, we must not self-harm ourselves.

Even if someone is saved and is going to Heaven permanently, why would they keep hurting themselves through sin? Grief is suffering, why cause themselves suffering? And that goes for people who are not yet saved, why make life harder for yourselves? Murderers and rapists are sent to jail, they commit crimes against people, it’s illegal, they feel horrible guilty for their actions.

What stops a person from harming people in Heaven is the Holy Spirit. Even though, us as Christians with the Holy Ghost can still sin, we mentally feel bad for it, as God Our Father disciplines us (Proverbs 3:11). We will suffer, but we will still be saved.

When we as believers die and are resurrected to permanent life, we will be given glorified bodies which will be fully subjected to Christ. Jesus never sinned; He is perfect. He is God, it’s impossible for Him to sin. Thus, we will be like Him, Christ. That’s what prevents people from being harmed in Heaven.

1 John 3:2 Beloved, we are God's children now, and what we will be has not yet appeared; but we know that when He appears we shall be like Him, because we shall see Him as He is.

Philippians 3:21 Who will transform our lowly body to be like his glorious body, by the power that enables him even to subject all things to himself.

1 Corinthians 15:42-44 So is it with the resurrection of the dead. What is sown is perishable; what is raised is imperishable. It is sown in dishonor; it is raised in glory. It is sown in weakness; it is raised in power. It is sown a natural body; it is raised a spiritual body. If there is a natural body, there is also a spiritual body.

Thanks for the questions my friend! I like to answer as many questions as I’m capable of. I know for some people, they don’t like talking about these things, out of fear. I am a sensitive person, and it hurts my mind to think about these horrible crimes. Murder and rape are terrible tragedies. I think, if people were much more sensitive to things like sin, then the world would be a much better place.

But for me personally, even though it mentally hurts to think about these things, I believe the crimes of murder and rape need to be exposed. So that all murderers and all rapists can recognize their sins, which is repentance, and seek our saviour, Jesus, and believe in Him to be washed of their sins. That’s the only way sin will be removed from this world. And thus, a happy ending for all people, completely free of wrongdoings and pain in Heaven. Mercy triumphs over judgement. James 2:13.
