Part of it is, what do we mean by fear? Fear of judgment is linked with unbelief, or a state prior to conversion. Reverential fear is linked with faith.
I know what you mean and I think there's that verse about "boldly approaching" iirc, "The Throne." Alright, but that wouldn't be the first time The Bible talks as if there really are two sides to things or even multiple sides. I can't imagine anyone approaching God without fear. Particularly, on Judgment Day! Granted, it is a huge matter of degrees (no pun intended)...
And then, there is all those passages about "works." The whole "good and faithful servant" thing... Trophies in Heaven or not. To actually see God; people would instictively hide their face. For a whole lot of reasons, there's got to be some anxiety there.
