Paul said that "the holy ones will judge the world" in 1 Cor. 6:2. The Greek word we translate "world" in that text is κόσμος.
Now notice these other inspired words of Paul:
Heb. 2:5 For it is not to angels that he has subjected the inhabited earth to come, about which we are speaking.
You don't believe the saints are NOW judging the world? That's why the world hates the saints, just as Christ told the saints they would be hated by the world. The saints judge the world as they faithfully proclaim the Gospel. Which is why the Gospel is always attacked, and saints martyred for their faithfulness.
This judgment of the world has not been given to angels (spirit beings) but to the saints of God. For it is to the saints (human beings) that Christ says, "Go ye unto all the world and preach the Gospel", not unto spirit beings. The response of the Gospel in this world will determine whether or not we shall have everlasting life in the world to come.
The difference in world that is now (Kosmos) and the world (oikouménē) to come; this world is judged, but the world to come shall be without sin and death, no need for being judged.
2 Corinthians 2:12-17 (KJV) Furthermore, when
I came to Troas to preach Christ's gospel, and a door was opened unto me of the Lord, I had no rest in my spirit, because I found not Titus my brother: but taking my leave of them,
I went from thence into Macedonia. Now thanks be unto God, which always causeth us to triumph in Christ, and maketh manifest the savour of his knowledge by us in every place. For we are unto God a sweet savour of Christ, in them that are saved, and in them that perish: To the one we are the savour of death unto death; and to the other the savour of life unto life. And who
is sufficient for these things? For we are not as many, which corrupt the word of God: but as of sincerity, but as of God, in the sight of God speak we in Christ.
When Paul says that the earth will be subject to the saints, and that they will govern and judge it, he is referring to the planet earth inhabited by human beings in the future. For this reason, after speaking of Jesus as an exalted human and a main part of the planet's rulership in the future (vv. 6-9), referring to his brothers as another part of that rulership, he goes on to say:
Heb. 2:10 For it was fitting that the one for whom and through whom all things exist, in bringing many sons to glory, should make the Chief Agent of their salvation perfect through sufferings. 11 For both the one who is sanctifying and those who are being sanctified all stem from one, and for this reason he is not ashamed to call them brothers, 12 as he says: “I will declare your name to my brothers; in the midst of the congregation I will praise you with song.” 13 And again: “I will put my trust in him.” And again: “Look! I and the young children, whom Jehovah gave me.”
When we read the words of Paul in context we find he is speaking of the saints judging the world in this life, and not in the world to come.
1 Corinthians 6:1-3 (KJV) Dare any of you, having a matter against another, go to law before the unjust, and not before the saints?
Do ye not know that the saints shall judge the world? and if the world shall be judged by you, are ye unworthy to judge the smallest matters? Know ye not that we shall judge angels? how much more things that pertain to this life?
ABOUT Jesus, the main ruler of the Kingdom of God on Earth:
Dan. 7:13 “I kept watching in the visions of the night, and look! with the clouds of the heavens, someone like a son of man was coming; and he gained access to the Ancient of Days, and they brought him up close before that One. 14 And to him there were given rulership, honor, and a kingdom, that the peoples, nations, and language groups should all serve him. His rulership is an everlasting rulership that will not pass away, and his kingdom will not be destroyed.
"Jesus, the main ruler of the Kingdom of God on Earth"????? Main ruler proves once again how JW's deny that Christ is God! Christ ascended to the Father after His death and resurrection, and rules over His people from heaven. There is not a single verse of Scripture that says Christ shall rule and reign ON this earth, but that He rules and reigns from His heavenly Kingdom OVER His people living on this earth.

Dan. 7:21 “I kept watching as that horn made war on the holy ones, and it was prevailing against them, 22 until the Ancient of Days came and judgment was rendered in favor of the holy ones of the Supreme One, and the appointed time arrived for the holy ones to take possession of the kingdom. (...)
27 “‘And the kingdom and the rulership and the grandeur of the kingdoms under all the heavens were given to the people who are the holy ones of the Supreme One. Their kingdom is an everlasting kingdom, and all rulerships will serve and obey them.’ 28 “This is the end of the matter. ...
SO: what do the Scriptures say? Will there be a government of God on the planet, or not?
Daniel's prophesy is this age as the Gospel is proclaimed and the saints of the most High wage spiritual warfare against the beast. In this age it will appear the beast has won, but the saints of God need not fret because we shall possess the Kingdom that shall come when Christ comes again.
Daniel 7:21-28 (KJV) I beheld, and the same horn made war with the saints, and prevailed against them; Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom. Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces. And the ten horns out of this kingdom
are ten kings
that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings. And he shall speak
great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time. But the judgment shall sit, and they shall take away his dominion, to consume and to destroy
it unto the end. And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the most High, whose kingdom
is an everlasting kingdom, and all dominions shall serve and obey him. Hitherto
is the end of the matter. As for me Daniel, my cogitations much troubled me, and my countenance changed in me: but I kept the matter in my heart.
You're still looking for God to claim this world that is destined to destruction as the Kingdom of God that shall come! There will never be perfection on this earth, as long as this earth continues, which is until the seventh trumpet sounds that time shall be no longer, then this earth will pass away and a new heaven and new earth shall come. Then there will be perfection and beauty because there will be no more sin or death, no more sickness or sorrow, for all will be made new, and nothing of this first earth will last.
