Basically, per the Daniel 10 chapter, the 'restrainer' is the Archangel Michael.
He is the one who helps the angel of Dan.10:21 withhold the symbolic "prince of Grecia" (i.e., Satan per the heaveny perspective there).
Rev 12:7-9
7 And there was war in heaven:Michael and his angels fought against the dragon; and the dragon fought and his angels,
8 And prevailed not; neither was their place found any more in heaven.
9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.

That's the event of Daniel 12:1 when Michael "stands up" (in Heaven) for God's people, casting Satan and his angels down to the earth (for the last days).
The whole idea of the withholding in 2 Thess.2 is about the Archangel Michael withholding Satan and his angels in the heavenly, until... the time of the end, the tribulation time.
