Rev 12:1 is a woman clothed with the Israel and Church of God, where the sun is now the Head Jesus Christ.
She is a mother that gives birth to sons of God. She is the mother of us all, heavenly Jerusalem (Gal 4). She is the ministry of the God of Israel in the Old and New Testaments.
Rev 17 is a great whore and mother of harlots.
She is a mother that gives birth to hypocrites and deceivers. She is the mother of all false prophets, teachers, christs. She is the ministry of antichrist corrupting the Old and New testaments.
Though likened to virgin daughters espoused to God and Christ, Israel and the Church has never been called a woman nor a mother, but ministry has been called both in the Old and New Testaments, where false prophets and teachers are called whores and harlots.
There is the heavenly Jerusalem called the mother of us all, and there is the ministry of bondage in Hagar, that this Jerusalem now answers to.
It is the ministry of the church that is in the wilderness, first in the OT, and then in the NT, that separates itself from the corrupted ministerial tradition of Babylon, that many Jews and Christians acknowledge, but not Jesus Christ.
