All government is ordained of God. This does not mean that they know they work for God because they don't. But it does mean that God is in control and all aspects rather it be peace officers, kings, parole officers, prison guards, or even physicians for those who need healing because they walk contrary to God's Word because they don't know God as their Lord/Authority to live by, they all are His and are minister's.

God is Soveriegn over all the earth and all of His creation works for Him rather it be the weather conditions rain, tornados, hurricanes, sunamies, snow, desert dryness, the ground as in earthquakes or volcanos or land slides or shifts of continents to swarms of locus, bees, or any invasion of beast or crawling thing or kings and rulers etc.. for He is Creator of all, He is The Host of Armies and they all are at the control of His Hand being Christ, His Word.
So rather they have corrupted their way not having known God thereby obeying the devil to live a life of constant torment or they know God.. All creation is in the power of God's will and we all reap what so ever we have sown.That is God's spiritual law... which some call Karma because they have felt the effect, but they did not know it was of God's Just Law.
As a child of God, we cause no man harm and we give honor to our higher authorities for God's sake, but our citizenship and allegiance is not of this world, we are from a far country who's maker and builder is God. If our carnal leaders set up laws that are contrary to our God's Word... we are not to be unruly as in obnoxious, but we must be faithful to Christ for it is a test of our loyalty to God's Word. We are on God's side, and the safest place to be is standing on the Rock of His Word immovable! Never shaken as the heathen for our God is in control and rewards our confidence in Him.

Rom 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.
6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing.
7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.

So far I dont understand anything you say , sorrie! Are you saying God is in charge of making the bad governments bad????? Doesnt that make God bad to?

Rom 13:1-7 was for a time when God was interested in nation building. During the tribulation God will be interested in nation destroying. Therefore he will hand over the nations to a depraved mind and they will fall under Satan's control. Rulers will confuse good for evil and evil for good, and all the remaining faithful ones will suffer by their hands.

I don't believe it is intended to be a test to see who will remain faithful under adversity, but it will be a time when God allows his anger to build against the persecutors. Then the full measure of his wrath will be unleashed and as they were not merciful, neither will he be merciful.
