Could a brief concerning thought of someone else be considered praying for them? As in thinking " I hope they are doing well"

No, because it does mention or address God.

If you thought something like "God bless them", then it would be blessing them.

Or, if you thought something like "God, please bless them", then it would be praying.

Thank you for the post and question?

My question: why are you concerned whether it constitutes praying? (Do you have a number of daily prayers required for yourself?) God always knows what you are thinking, and in this case surely welcomes this type of thought. Or would He be disappointed that you did not submit your thought as a prayer, and thereby eliciting His help?
