The toes of the image are still to take form. They are not the European nations.
A key point is the identity of the legs. The fourth kingdom is not identified in any place in Daniel, nor any place in the Bible, for that matter. We are told that Rome was in power over Israel during the events of the New Testament, but there are 2 problems thay come from naming the legs Rome.
First, the division of the thighs happens during the Greek kingdom, so that by the start of the iron kingdom, the world government is already divided in two. Rome was united under Caesar. There must have been another kingdom sharing global governance. I think we see it after the birth of Jesus when the wise men from the east appear and cause a disturbance because they were not under Caesar's authority. I think it was the Parthian empire.
Next, as was discussed above, Rome faded out and collapsed around the fifth century. Christ's kingdom still has not come, so the legs are supposed to have faded away, to be reconstituted in the end times. That is a strange situation, where we are forced to invent something not revealed on the vision.
If we refrain from naming the iron legs, then we can be open to the possibility that the 2-part iron kingdom has had several names, starting with Rome and Parthia, then trading off to others, in recent years becoming the U.S.A. and Russia.
The ten final kings are then most likely to be looked for as coming from the final two world powers, presumably 5 from each. Do we have any indication that the ten kings are NOT from a revived Roman empire in Europe? Yes.
Revelation 16:12 says that the Euphrates River is to be dried up to make way for the kings of the east to arrive at Armageddon. That means that at least 2 of the final 10 kings are to be bringing their armies from east of the Euphrates.
Due to the feet representing weak, non-cohesive government, I think that we are clearly in the feet. The final names of the feet seem to me to be Russia and China. I don't think they will last long, maybe 100 years? Then the Beast will come on the scene and take out 3 challengers and the ten final kings will reign a short time with the Beast.That is what I am thinking and watching.
