Prov 21:1
21:1 The king's heart is in the hand of the LORD, as the rivers of water: he turneth it whithersoever he will.

God is Sovereign over all the earth and all the people, but He let's us do as we please giving us dominion of the EARTH, NOT OTHER PLANETS... yet He warns of the consequences of our choices. When we raise our children in an ungodly manner, then we reap the rewards that it brings forth and our children grow up to be the rulers with the morals and manners and integrity and character that WE have taught them and God allows them to rule in LIKE MANNER.
Jesus is:
Rev 17:14
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.

But the Almighty God is:
Rev 19:15-16
15 And out of his mouth goeth a sharp sword, that with it he should smite the nations: and he shall rule them with a rod of iron: and he treadeth the winepress of the fierceness and wrath of Almighty God.
16 And he hath on his vesture and on his thigh a name written, KING OF KINGS, AND LORD OF LORDS.

Here is a good example of showing God being the power and authority and can give it to whom so ever He pleases:
Dan 2:36-38
36 This is the dream; and we will tell the interpretation thereof before the king.
37 Thou, O king, art a king of kings: for the God of heaven hath given thee a kingdom, power, and strength, and glory.
38 And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven hath he given into thine hand, and hath made thee ruler over them all. Thou art this head of gold.

All higher authorities are ordained of God and we must recognize this.... but our allegiance is not to a natural county but our heavenly far country heavenly Jerusalem, yet a child of God will adhere to authority that is ordained of God as long as it does not eliminate God's Word in it governing in corrupt thinking such as in Daniel's case. We have nothing to fear of the things happening around us when we walk in God's Word having His Word and Spirit in us! Pray always that you will be worthy to escape all that is coming upon the earth!
Luke 21:34-36
34 And take heed to yourselves, lest at any time your hearts be overcharged with surfeiting, and drunkenness, and cares of this life, and so that day come upon you unawares.
35 For as a snare shall it come on all them that dwell on the face of the whole earth.
36 Watch ye therefore, and pray always, that ye may be accounted worthy to escape all these things that shall come to pass, and to stand before the Son of man.
