"I said in mine heart concerning the estate of the sons of men, that God might manifest them, and that they might see that they themselves are beasts.
For that which befalleth the sons of men befalleth beasts; even one thing befalleth them: as the one dieth, so dieth the other; yea, they have all one breath; so that a man hath no preeminence above a beast: for all is vanity." Ecc 3:18-19

The so-called lower animals are not evil even though they may kill on a regular basis. That is a survival instinct. Man alone is a beast with a heart, a heart that knows of good and of evil and is able to make wrong or evil choices as well as the right one. Because of that he kills sometimes without the good reason of the lower animals, so is he not in his natural state more of a beast in nature even than the lower animal?

But the question of the OP was: Why are people evil? Why is it that God has allowed it to be so? This brings us to why God set up the whole existence of men in the setting that He has.

"To every thing there is a season, and a time to every purpose under the heaven:" Ecc 3:1

"For my thoughts are not your thoughts, neither are your ways my ways, saith the LORD.
For as the heavens are higher than the earth, so are my ways higher than your ways, and my thoughts than your thoughts.
For as the rain cometh down, and the snow from heaven, and returneth not thither, but watereth the earth, and maketh it bring forth and bud, that it may give seed to the sower, and bread to the eater:
So shall my word be that goeth forth out of my mouth: it shall not return unto me void, but it shall accomplish that which I please, and it shall prosper in the thing whereto I sent it." Isaiah 55:8-11

That tells us about it, but it really does not answer the question other than perhaps to say the ultimate answer cannot be understood by carnal man.

What I have understood is that God wants beings, people, who having alternatives, including very evil ones as depicted by the actions of men, which even men recognize as evil, who nevertheless choose to love Him more than any alternative starting without perfect understanding, without perfect vision... But in time, if we endure to the end with Him will we not see it more clearly?

"For we know in part, and we prophesy in part.
But when that which is perfect is come, then that which is in part shall be done away.
When I was a child, I spake as a child, I understood as a child, I thought as a child: but when I became a man, I put away childish things.
For now we see through a glass, darkly; but then face to face: now I know in part; but then shall I know even as also I am known." I Cor 13:9-12

We have a promise and the Way to get to it through Jesus and the Holy Spirit, but it does remain at the moment for anyone without a "face to face" vision an only in part understanding. This means we are to live by faith...until we come to the end of faith.

When and where is that? When Jesus finishes it for us..!

"Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God." Heb 12:2

"Beloved, now are we the sons of God, and it doth not yet appear what we shall be: but we know that, when he shall appear, we shall be like him; for we shall see him as he is." I John 3:2
