There are two different 'tongues', for the 'cloven tongue' in Acts is to proclaim the Gospel to all nation, in the 'divers tongue known to men'.
And men born from other nations and tongues in Jerusalem that day, heard these 'unlearned Galileans' speak themselves that caused them to be 'amazed'.
All of them heard in the tongues they were born and grew with depending on the nations, where the Apostles proclaiming the 'Good Works Of GOD/Gospel'
The message was new and never heard off, and divided were their opinion, so they needed furthermore clarification, and that's when Peter spoke up explaining.
As a result, 3,000 of them gave their lives to Christ and the teaching did continue furthermore in discipleship.

And the 'unknown tongues' in Corinthians are spoken 'not unto men', but unto GOD, that is apparently the 'tongues of angels' which is spoken in Heaven, even worshiping GOD there.
It is spoken 'indoor' in the 'gathering of saints in Christ', between them and GOD, even worshiping HIM, and together they may end by saying, 'Amen'.
That is when everyone in the 'gathering' understand what is spoken by this language, since only a few spoke them, and needed 'interpretation' for whole congregation to understand.
Therefore in order for all of them together in agreeance say, 'Amen', henceforth all of them are 'edified' equally in charity for one another.
When there's no 'interpretation' cum only the one who speak in the spirit is 'edified' and not the church/congregation, hence he is to speak in 'silent' between himself and GOD.
Why it is 'indoor', because the same chapter speaks about people 'walking in' during this proceedings and witnessing for themselves.
Indeed when all the gifted in unknown tongues were to speak together without interpretation, and to the walk in who's unaware, is apparently 'meaningless' and 'crazy'.
But when only 2 or 3 speak at a time and is interpreted in the common language everyone understands as in orderly fashion, as a result is meaningful and 'a sign' even to strangers.
