God was hardening Pharaoh's heart, but at first Pharaoh agreed to release the Israelites, but then he changed his mind.
I don't fully understand God's purpose in doing this. Maybe it just shows that man has free will, but free will is limited before God.

If you read John 20:22.......we see that the risen Jesus is still on the earth, and He just gave the 11 Apostle the Holy Spirit.
This was BEFORE Pentecost.

I have heard that question from both believers and non-believers. I don't have a good answer for that.
