If you were a listener to Peter as he preached his message and you did what he said , you would have obtained that Spirit .....later in Acts, even Peter —the man that promoted “ Repentance and Baptism” for getting the Holy Spirit—- realized ( with the help of Paul) That all one had to do was to BELIEVE.....

So you are saying that when Jesus had shewed himself alive after his passion
and speaking of the things pertaining to the kingdom of God for forty days, that Jesus somehow goofed and needed to correct his mistake - whew!
Acts 1:3 To whom also

speaking of the things pertaining to the kingdom of God:
[4] And, being assembled together with them, commanded them that they should not depart from Jerusalem, but
