There is Israel according to the flesh, and then the true Israel of God according to the Spirit.
Note these here what Paul says.

Romans 11
7
What then? Israel has not obtained what it seeks; but the elect have obtained it, and the rest were blinded. 8 Just as it is written:
“God has given them a spirit of stupor,
Eyes that they should not see
And ears that they should not hear,
To this very day.”

Galatians 6
14 But God forbid that I should boast except in the cross of our Lord Jesus Christ, by [
b]whom the world has been crucified to me, and I to the world. 15 For in Christ Jesus neither circumcision nor uncircumcision avails anything, but a new creation.
16 And as many as walk according to this rule,
peace and mercy be upon them, and upon the Israel of God.
17 From now on let no one trouble me, for I bear in my body the marks of the Lord Jesus.
18 Brethren, the grace of our Lord Jesus Christ
be with your spirit. Amen.

Paul does acknowledge both types of Israel. Which everyone also needs to do if they desire to align their thinking with God's words.
Paul never denied that they were Israel. both saved and unsaved, just that with God, the elect had obtained salvation and the rest of Israel God blinded.

pertain the adoption, the glory, the covenants, the giving of the law, the service

are the fathers and from whom, according to the flesh, Christ
came, who is over all,
the eternally blessed God. Amen.
Israel’s Rejection and God’s Purpose
6 But it is not that the word of God has taken no effect.
For they are not all Israel who are of Israel, 7 nor
are they all children because they are the seed of Abraham; but, “In Isaac your seed shall be called.” 8 That is, those who
are the children of the flesh, these
are not the children of God; but the children of the promise are counted as the seed. 9 For this
is the word of promise: “At this time I will come and Sarah shall have a son.”
