That's actually true if we consider the sons of Jacob, who was later called Israel.
Genesis 32:28 and Genesis 35:10, in the beginning and before the divide.

Paul never denied that they were Israel. both saved and unsaved, just that with God, the elect had obtained salvation and the rest of Israel God blinded.
