It won't be on earth because the rapture happens before Jesus returns to earth

Nope. The rapture and Jesus' return to earth both occur at the same exact time, and nobody will be raptured to heaven at that time...at least not to "the third heaven."
"I knew a man in Christ above fourteen years ago, (whether in the body, I cannot tell; or whether out of the body, I cannot tell: God knoweth), such an one caught up to the third heaven. And I knew such a man, (whether in the body, or out of the body, I cannot tell: God knoweth), How that he was caught up into paradise, and heard unspeakable words, which it is not lawful for a man to utter." Here is how the Greek word “harpazō," which is translated as “caught up” in the following portion of scripture, was used by Paul:

Here, Jesus is coming (vs. 15), or descending from heaven (vs. 16), or, more specifically, coming and descending from "the third heaven" (2 Cor. 12:2). When he comes and descends from the third heaven, “them also which sleep in Jesus” (vs. 14) or “the dead in Christ” (vs. 16) “will God bring with him” (vs. 14). In other words, “the dead in Christ” are coming or descending from the third heaven with Jesus. With such being the case, this is not a “rapture” to the third heaven, but a coming or descending from the third heaven instead.
As Paul taught elsewhere, “to be absent from the body” is “to be present with the Lord” (2 Cor. 5:8). When a Christian dies, his/her spirit and soul go to be with the Lord in the third heaven, but they will not receive their glorified bodies until the time of Christ’s coming or descent from the third heaven. With such being the case, again, this is not a "rapture" to "the third heaven" (2 Cor. 12:2) being described here, but rather a "rapture" to the first heaven, "in the clouds," and "in the air," where the "raptured" saints will meet the Lord and the dead in Christ in their descent from the third heaven or in their coming from the third heaven.
Why is Christ coming or descending from the third heaven?
He is coming or descending from the third heaven because this is describing his second coming (he only comes twice, Hebrews 9:27-28, and he already came once), and he is returning to establish the kingdom of God right here on earth, even as he taught us to pray:
“After this manner therefore pray ye: Our Father which art in heaven, Hallowed be thy name. Thy kingdom come. Thy will be done in earth, as it is in heaven. Give us this day our daily bread. And forgive us our debts, as we forgive our debtors. And lead us not into temptation, but deliver us from evil: For thine is the kingdom, and the power, and the glory, for ever. Amen.” (Mat. 6:9-13)

Behold, I shew you a mystery; We shall not all sleep, but we shall all be changed, In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed. For this corruptible must put on incorruption, and this mortal must put on immortality.” (1 Cor. 15:50-53)
It is the same exact scenario. Jesus returns, or comes, or descends from the third heaven. When he returns, “the dead shall be raised incorruptible” (vs. 52) or “the dead in Christ shall rise first” (1 Thes. 4:16), “and we shall be changed” (vs. 52) or “then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air” (1 Thes. 4:17). Again, the only saints who actually get “caught up” or “raptured” are those who meet the Lord and the dead in Christ in the air during their descent from the third heaven.
Nobody, and I mean NOBODY, is making a U-turn back to "the third heaven” (2 Cor. 12:2).
Why do we need glorified bodies?
Because “flesh and blood cannot inherit the kingdom of God" (1 Cor. 15:50), and “the kingdom of God” is coming to this earth…we are not going to the third heaven to inherit it.
