Hamas are the ones stealing the food and supplies. They are unhappy with the new distribution program (GHF) because they can't get their hands on it as easily now.
A Senator speaks about the situation in this video. Hamas ran a black market. The UN wasn't facilitating the distribution well but Israel always got the blame. Now the UN is out of the picture as GHF is taking over.
