Mt 13:41-43
The Son of man shall send forth his angels, and they shall gather out of his kingdom all things that offend, and them which do iniquity; And shall cast them into a furnace of fire: there shall be wailing and gnashing of teeth. Then shall the righteous shine forth as the sun in the kingdom of their Father. Who hath ears to hear, let him hear.

My own Postrib, Premil version is that the Son of Man comes to 1) defeat the Little Horn/Antichrist, 2) deliver his people from the Antichristian persecution, and 3) establish God's eternal Kingdom on the earth, initially in a temporal, mortal form. Of course, this is all arguable.

So, in light of my interpretation I would see the sending forth of angels as taking place at the 2nd Coming, with an accompanying defeat, by fire, of the Antichristian forces that are oppressing Israel and the Church. Antichrist is defeated by the fire of bombs at Armageddon, and are relegated, in the afterlife, to the anguish of eternal defeat.

Those who are with Christ rejoice to see both their deliverance their reward, with an accompanying establishment of God's Kingdom on earth. The mortal Kingdom, in which Christianity rules over the nations, begins at Christ's 2nd Coming. Those defeated at Armageddon are in Hades.

Is this before or after the "rapture"?

The quoted passage does not give the timing that Jesus spoke of in the verses quoted.

Matthew 13:37-43: - 37 He answered and said to them: “He who sows the good seed is the Son of Man. 38 The field is the world, the good seeds are the sons of the kingdom, but the tares are the sons of the wicked one. 39 The enemy who sowed them is the devil, the harvest is the end of the age, and the reapers are the angels. 40 Therefore as the tares are gathered and burned in the fire, so it will be at the end of this age. 41 The Son of Man will send out His angels, and they will gather out of His kingdom all things that offend, and those who practice lawlessness, 42 and will cast them into the furnace of fire. There will be wailing and gnashing of teeth. 43 Then the righteous will shine forth as the sun in the kingdom of their Father. He who has ears to hear, let him hear!

If we look at verse 29, we are given the timing of the harvest of the wheat and the tares.

Please note that αἰῶνός is a reference to the end of the seventh age of mankind. This Greek word is the overarching age of all of the ages for mankind.

So, to be able to answer your question, we have to define when the "rapture" will take place and what the "rapture" represents.

If the word "rapture" represents the gathering of all of the elect to Christ, then this passage is speaking of the timing of that gathering of the elect to Christ.
