Hearing the Lord`s voice does not mean that He comes to the earth, which actually fled away. So no second coming there. All the dead that were in the graves come forth to the Lord`s Judgment throne.
`Then I saw a great white throne and Him who sat on it from whose face the earth and the heaven fled away. And there was found no place for them.` (Rev. 20: 11)
The resurrection and judgment happen at His appearing, traditionally this is when He comes a second time, and appears to the world coming on the clouds of heaven; at which time every eye shall see Him.
Then all the dead come forth, being resurrected and they stand before Him and are judged.
No one escapes being called forth, all the dead wherever they died, come forth, whether on sea or land.

We also read that in what Christ says, that after they are resurrected, they are judged. And that the Father judges no one, all judgement has been given to the Son. This occurs when He appears a second time in the air, coming on the clouds, and yes heaven and earth pass away at the second coming, just like Christ says

Life and Judgment Are Through the Son
24 “Most assuredly, I say to you, he who hears My word and believes in Him who sent Me has everlasting life, and shall not come into judgment, but has passed from death into life. 25 Most assuredly, I say to you, the hour is coming, and now is, when the dead will hear the voice of the Son of God; and those who hear will live. 26 For as the Father has life in Himself, so He has granted the Son to have life in Himself, 27 and has given Him authority to execute judgment also, because He is the Son of Man. 28 Do not marvel at this; for the hour is coming in which all who are in the graves will hear His voice 29 and come forth—those who have done good, to the resurrection of life, and those who have done evil, to the resurrection of condemnation. 30 I can of Myself do nothing. As I hear, I judge; and My judgment is righteous, because I do not seek My own will but the will of the Father who sent Me.
