Goodness me, aren't we called to exercise wisdom at any time? There are lots of things you can "give to the poor" that isn't made in a mint. And yes we should pray about what to give if we aren't sure about a situation....that is called asking God for His wisdom and counsel.

WHAT Is the very SPIRIT of PROPHECY .
Before i give that answer , why am i seeing
so many prophets prophesying of a real fat road of unbelief .

This generation is getting ready to try and love even satan into heaven . as they cast the words of JESUS into hades .
But have you also noticed , that while judas , satan and the urepentant sinner gets the hugs and etc
they darn sure dont seem to have any kind of love for those who hold a bible
or the words of GOD , of CHRIST as those words are cast out as hate speech under thier new love law .
THIS generation has been led to upmost rebellion and non tolerance against THE very words of GOD
that exposes anyones sin .
TODAY the only sin is those who actually love this people so they correct them .
