[1 Corinthians 13:1 KJV] "Though I speak with the tongues of men and of angels, and have not charity, I am become [as] sounding brass, or a tinkling cymbal."

Look closely at the above verse, Paul could well be saying the tongues of men and of angels are a common language. The common language of both men and of angels.

I will examine some scriptures to see if this is a peculiar unique language.

[Daniel 8:16 KJV] "And I heard a man's voice between [the banks of] Ulai, which called, and said, Gabriel, make this [man] to understand the vision."
[Daniel 8:17 KJV] "So he came near where I stood: and when he came, I was afraid, and fell upon my face: but he said unto me, Understand, O son of man: for at the time of the end [shall be] the vision."********** Gabriel was an angel. When he spoke to Daniel he heard Gabriel speak with a man's voice Daniel fully comprehended what Gabriel said.

[Revelation 4:8 KJV] "And the four beasts had each of them six wings about [him]; and [they were] full of eyes within: and they rest not day and night, saying, Holy, holy, holy, Lord God Almighty, which was, and is, and is to come." ************ These seraphims speak in understandable words

[Matthew 28:5 KJV] "And the angel answered and said unto the women, Fear not ye: for I know that ye seek Jesus, which was crucified."
[Matthew 28:6 KJV] "He is not here: for he is risen, as he said. Come, see the place where the Lord lay." *********** The angel spoke words that could be understood by the women at the empty tomb.

[2 Corinthians 12:4 KJV] "How that he was caught up into paradise, and heard unspeakable words, which it is not lawful for a man to utter." ************ Paul could understand the words spoken to him he just couldn't repeat them. He wouldn't have been able to utter them if he didn't understand them.

From these verses it can be determined that we have no basis to think they speak in an unintelligible angelic language. If they do, I don't have knowledge of it from scripture.

There is only one language that could be then. Hebrew from God's chosen nation.

The word "angel" (ἄγγελος) primarily means messenger. Angels wouldn't be very good messengers if they didn't speak our language.

What language do you think they speak to each other? What did man speak before the tower of Babel? I think Hebrew. But angels know all languages God created as they probably are reading our minds anyway.

What did man speak before the tower of Babel? I think Hebrew.
Not Hebrew. We can trace the creation of the Hebrew language to two older languages - Amorite and Egyptian.

The answer is a little more complicated than expected. People had many different languages prior to the Tower (e.g. Akkadian, Sumerian, Egyptian, Harrapan), but in the Bronze Age a concerted effort was made across multiple civilizations to create a single world language. That single language was Cuneiform, and it was written and read across the entire Middle East. We have tablets inscribed in cuneiform with correspondence between Egypt, Babylon, Assyria, Sumer, ancient Persia, etc.

But there's a problem with Cuneiform. It is ONLY a written language. The marks in cuneiform don't correspond to sounds - it's not phonetic. Nobody ever spoke cuneiform.

From what I can tell, the one-world-language movement in the Bronze Age corresponds with the build-a-giant-ziggurat movement. Multiple civilizations corresponded with each other to gather resources and plan, and so long as they were sending clay tablets to each other at a distance, communication worked. But when they actually met, they found that their spoken languages were completely different. They couldn't understand each other at all.
But angels know all languages God created as they probably are reading our minds anyway.
I don't know. I don't think angels are omniscient like God, but it would make sense for messengers to be adept at communicating.
