Paul is addressing followers of Jesus, not the civil government.
The followers of Jesus are harmless. The civil government is armed, ready to kill.
The two don’t mix. The two became mixed.
A crew, consisting of Christians and non-Christians, killing non-Christians and Christians.

Christians grilling human beings - and rejoicing about it - isn’t the teaching of Jesus and the apostles.
What has that led to? Things like this, for example.
