I beleive Peter got it correct.

Cause Psalm 2:9 says like this, rod is capital punishement, they are crushed and broken into pieces, something that would be understood by the people of the time, as a weapon. Back then combatants would smash in people's skulls with clubs, they still do today.

The nations (kingdoms/countries etc) are broken and destroyed, not the individuals. You left out that they are RULED over by that same rod and rule means a peaceful and caring rule. Look it up in any Greek dictionary.

Some people don't understand what a supervising shepherd does when he TENDS a flock under his control. To tend is to take care of! A supervisor watches over his employees, not kill them! Hmm, well, Christ is the great Shepherd of the sheep, not the unbelieving goats. Christ only shepherds His people, for all the others, He does not know them, where they are from.

Since the coming of Christ in that scripture is after the tribulation of those days, you are mistaken.

Jesus compares his return as the time of Noah, in Noah's day the ones taken by the flood were destroyed after the tribulation of those days.
When Jesus comes is a sudden destruction, like Lot's time and Noah, the people were not expecting that destruction and went about their daily life unconcerned, as they were saying 'peace and safety'
