The bible has to be understood in context...otherwise one verse that sounds different can overthrow our understanding. Dogmatic believers allow this to happen. Those who are "being" sanctified...doesn't have to mean that each person is undergoing a slow sanctification over time. That is the excuse people give for not seeking the Lord and YET still claiming to be holy...at least partially. But there is no partial holiness....even in cleansing...there is no partial cleansing. As in...I'm going to take a partial shower...
Even in forgiveness, we never see a partial forgiveness. And the verse that comes to mind is...
If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness. 1 Jon 1:9
And we are not even talking about holiness yet. The Bible interprets the bible.
So then those who are "being" sanctified has to be seen as what is going on in the world presently. People are being sanctified. If I say...people are being killed in the war...does that mean that they are undergoing a slow death process over years? So then the word "being" just means an active and ongoing action that is presently happening.
