Everyone who is not a Christian.
Everyone who does not believe in the resurrection/rapture event.
They miss it because they don't believe in Jesus and are not looking for Jesus to come expressly for the resurrection/rapture event.
Hebrews 9:28 So Christ was once offered to bear the sins of many; and unto them that look for him shall he appear the second time without sin unto salvation.
1 Thessalonians 5:9 For God hath not appointed us to wrath, but to obtain salvation by our Lord Jesus Christ,
The resurrection/rapture will happen before the Day of the Lord begins - which the Day of the Lord begins when the Antichrist commits the transgression of desolation act described in 2 Thessalonians 2:4.

Unbelievers are not all wicked. Wicked are mean, morally bad, persons.
Unbelievers are unsaved, but not necessarily wicked. Only when a person turns to Jesus as the savior from their sins, does that person become a believer. The person goes from being unsaved to saved.
The mission of the church is preach salvation in Christ.
Unbelievers are wicked because they refuse God's command to repent and believe in His Son, And all have sinned.

6 Let no man deceive you with vain words, for because of these things cometh the wrath of God upon the children of disobedience.
7 Be ye not therefore partakers with them.
8 For ye were sometimes darkness, but now ye are light in the Lord. Walk as children of light
9 (for the fruit of the Spirit is in all goodness and righteousness and truth),
10 proving what is acceptable unto the Lord.

Swap your statement to...
Wicked are unbelievers because they refuse God's command to repent and believe in His Son.
All unsaved persons are sinners and have come short of the glory of God.
Okay, before then you were an unbeliever but not a wicked person, right ?
Here is what I am saying.... being an unbeliever does not automatically make a person wicked.
But that is not how God views you.
That is how man justifies himself, that he is not as bad as that 'wicked sinner'
James 2:10
For whosoever shall keep the whole law and yet offend on one point, he is guilty of all.
Are you for real? You have your own Bible. You make it up as you go. There are only 2 camps in Scripture - saved and lost, righteous or wicked. If you are not for Jesus you are against Him. Hello!
As in Noah's day and Lot's day, all the righteous are rescued and all the wicked are destroyed.
You should be ashamed as yourself. You are promoting a false gospel.
God views a person on how they act. Before being saved all persons are viewed as sinners. Not necessarily wicked sinners.
A wicked sinner is someone like Adoph Hitler, Saddam Hussein, murders. etc.
An unsaved sinner, who is not wicked, is someone like Benjamin Netanyahu.
