Can we release healing? And miracles?

I had a question- it is scriptural to bind evil spirits, I also believe it is scriptural to loose angels as in Matthew 18:18:

“Whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven”

However do you think it is scriptural to loose healing, or to release healing in the name of Jesus? What about miracles? Can we loose or release miracles? I was just on the phone with the Morris Cerullo prayer hotline and the prayer partner loosed healing over me. Do you think this is scriptural? If so I was thinking I could start loosing healing and miracles in my apartment building, also in Harrisburg and Middletown.

I have witnessed several MIRACLES. Why? Because I believe what God said. Churches are filled with Satan's ministers stealing God's Word! Don't go to 'church'! STUDY the Bible!

But the context of that verse shows that it isn't talking about loosing angels:

NKJV Mat 18:15 "Moreover if your brother sins against you, go and tell him his fault between you and him alone. If he hears you, you have gained your brother.
Mat 18:16 But if he will not hear, take with you one or two more, that 'BY THE MOUTH OF TWO OR THREE WITNESSES EVERY WORD MAY BE ESTABLISHED.'
Mat 18:17 And if he refuses to hear them, tell it to the church. But if he refuses even to hear the church, let him be to you like a heathen and a tax collector.
Mat 18:18 "Assuredly, I say to you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.
Mat 18:19 "Again I say to you that if two of you agree on earth concerning anything that they ask, it will be done for them by My Father in heaven.
Mat 18:20 For where two or three are gathered together in My name, I am there in the midst of them."

I cannot think of any reference in the Bible to healing, or other miracles being loosed or released. Who or what in your view binds healing and other miracles?

Good question, and David's point about the context of Matthew 18 is worth weighing. Scripture most often shows healing as God's gracious answer to prayer, like the prayer of faith in James 5, rather than something released by formula. Praying boldly for neighbors in Harrisburg and Middletown is a loving place to start.
