In the Gospel of John, after Jesus was raised to life, he twice entered their meeting place when the doors were locked (John 20:21 and 26 ) stood amoung them and said 'Peace be with you!'
Why do you think these were the first words he said?

The poor blokes were freaked out and figured they'd be next in line.
Dull ears, a stubborn paradigm and unbelief reinforces fear and slow burning anxiety. A good lesson for us to not be stuck in the pride of how we see.

It was the common greeting then as now. Of course Jesus meant it. It is also the common Arabic greeting to this day.

on their faces would cause me to also say ..."Calm down, it's all cool, relax, be at peace."
Yes, they were still filled with anxiety that they would be rounded up and be NEXT! Yikes!
It was before the Comforter...

Jesus already knew that the apostles would be afraid when He appeared to them after His resurrection, since they were not expecting it. They were fearful of spirits (ghosts) as noted in the miracle narrative when Jesus walked on water. So He wanted to calm them immediately, and also prove that He was not another ghost or spirit by eating something in their presence.

Agreed, although it carried meaning. It was essentially a pronouncement of the Spirit of God upon someone. Peter augmented the greeting to read, "Grace and peace be multiplied unto you (1 Peter 1:2)." Grace and peace were multiplied in the lives of believers as the Spirit of God was poured out upon them in greater measure.

As for Jesus calming their fears, if this was also part of the reason then He was likely calming their nerves over the fact that He was appearing among them after having crucified. Dead men don't usually do that sort of thing, LoL.

“Why do you think these were the first words he said?” Maybe: If any man's wife go aside, and commit a trespass against him, (Numbers 5:12) A husband could hold his peace and she would have to bear her iniquity. But if her husband did not withhold his peace...then he would bear her iniquity. Numbers 30:14-15 But if her husband altogether hold his peace at her from day to day; then he establisheth all her vows, or all her bonds, which are upon her: he confirmeth them, because he held his peace at her in the day that he heard them . [15] But if he shall any ways make them void after that he hath heard them ; then he shall bear her iniquity.

Matthew 26:62-63
[62] And the high priest arose, and said unto him, Answerest thou nothing? what is it which these witness against thee? [63] But Jesus held his peace. And the high priest answered and said unto him, I adjure thee by the living God, that thou tell us whether thou be the Christ, the Son of God.

Mark 14:61-62
[61] But he held his peace, and answered nothing. Again the high priest asked him, and said unto him, Art thou the Christ, the Son of the Blessed? [62] And Jesus said, I am: and ye shall see the Son of man sitting on the right hand of power, and coming in the clouds of heaven.

Jesus withheld peace and in return; confirmed the high priest asking iniquity would stand. But to His disciples He said “peace be unto you.” ... “it is finished.”

Or maybe it was just a common saying. I’ve always wondered since it seems we were given the same authority to speak peace, or to withhold it.(remit or retain)
