Free will =we all have choice!!
Who this scripture is about==Whoever, everyone, all
For God so loved the ""world""(all), that He gave His only begotten Son, that ''whoever'' believes in Him shall not perish, but have eternal life.17 For God did not send the Son into the world to judge the world, but that the world might be saved through Him.18 He who believes in Him is not judged; he who does not believe has been judged already, because he has not believed in the name of the only begotten Son of God.19 This is the judgment, that the Light has come into the world, and men loved the darkness rather than the Light, for their deeds were evil.20 For ""everyone"" who does evil hates the Light, and does not come to the Light for fear that his deeds will be exposed.21 But he who practices the truth comes to the Light, so that his deeds may be manifested as having been wrought in God.

Doing evil is not God's will for man, unbelief is not God's will for man.

God says =
But do not overlook this one fact, beloved, that with the Lord one day is as a thousand years, and a thousand years as one day. 9 The Lord is not slow to fulfill his promise as some count slowness, but is patient toward ""you"",not wishing that any should perish, but that ""all"" should reach repentance. 2 Pet. 3:8-9
God is outside time. ="I am the Alpha and the Omega," says the Lord God, "who is, and who was, and who is to come, the Almighty."

Yes!! All are called by God and all have free will to believe and accept or reject God's call.

Deuteronomy 30:19 I call heaven and earth today to witness against you; I have set before you life and death, the blessing and the curse. Choose life, then, that you and your descendants may live. Joshua 24:15 If it does not please you to serve the LORD, decide today whom you will serve, the gods your fathers served beyond the River or the gods of the Amorites in whose country you are dwelling. As for me and my household, we will serve the LORD.
Isaiah 1:19-20
If you are willing, and obey, you shall eat the good things of the land; if you refuse and resist, the sword shall consume you: for the mouth of LORD has spoken.
Galatians 5:1
It was for liberty that Christ freed us. So stand firm and do not take on yourselves the yoke of slavery a second time!

Galatians 5:13
My brothers, remember that you have been called to live in freedom--but not a freedom that gives free reign to the flesh.

1 Peter 2:16
Live as free men, but do not use your freedom as a cloak for vice.

You are confusing grace with law. Obedience to the Law in the OT did not save. God promised temporal rewards for obedience. He threatened death and loss of material possessions for disobedience.

Salvation has always been by Grace. Noah found grace in God's sight. All the faithful in Hebrews 11 were born again by grace. Faith is a fruit of the Holy Spirit God must provide before anyone can believe in the true sense. Apart from grace, we can only choose sin because our motives for even our best works are off.

If OT saints didn't live the law would they have been lost ? If they did would they be saved ?

And some things would have no choice. We need food, shelter, clothing and companionship. We breath or die.

On election God wants to save everyone and tries to but he will not force us as such as Calvinism believes.

But once we are born again then God gives us no choice. We're saved for eternity. But it has to be understood that is true because when born again our spirits are changed so that they could never want to leave him.

Same with the Angels who did not rebel.

Nothing in the Bible even hints at any saint or Angel ever rebelling in eternity. Or any in the lake ever repenting.

None of us can explain it but it is true. Thank God it is true.
