There has not been one ruler that has attained a fully perfect life without sin...even King David.I see the devil is in the detail of such as of this world and I am not surprised. God does not control this world, but Satan does.
Where is the dedicated Christian leader of any Nation ? take WW2 not one Christian Leader, but all were Freemasons in fact.
Their is no plan as to God, it's you abide or you don't. as a collective we reap what we have sown in this world. don't be surprised about the cunning and evil of this world, for the Kingdom of God is at hand, only you have to make that distinction, as you in this world or the Kingdom of God. One must be truly born again to see the truth, other than that one just runs about in line with this world, because one is a slave to it.
Be carful of leaders as such power corrupts such people.
Have a look and see who it is that gets to the top leadership positions, the ruthless for sure, they have so many balls to juggle in the air that they can not be openly honest with the people, because who is it that is truly controlling them, well it's not the people that's for sure.
JFK pointed out that he was going to expose them and got shot by them, the people were not the threat it was them within Government that were, such is a bloody ruthless game to be involved in.
I have always said the system of government is controlled by the spirit of antichrist....yes there have been some worthy of praise...Abraham Lincoln is my favorite...did you know JFK was a womanizer while in office? Even had an affair with Marilyn Monroe...almost every president has had a mistress and sometimes several.
But what would you have God do? He has to allow certain leaders to be in office to fulfill prophesy. God used King Cyrus (a pagan king who worshipped pagan gods) to allow God's people to build His temple and even paid for it..
Ezra 1 (KJV)

¹ Now in the first year of Cyrus king of Persia, that the word of the LORD by the mouth of Jeremiah might be fulfilled, the LORD stirred up the spirit of Cyrus king of Persia, that he made a proclamation throughout all his kingdom, and put it also in writing, saying,
² Thus saith Cyrus king of Persia, The LORD God of heaven hath given me all the kingdoms of the earth; and he hath charged me to build him an house at Jerusalem, which is in Judah.
³ Who is there among you of all his people? his God be with him, and let him go up to Jerusalem, which is in Judah, and build the house of the LORD God of Israel, (he is the God,) which is in Jerusalem.
⁴ And whosoever remaineth in any place where he sojourneth, let the men of his place help him with silver, and with gold, and with goods, and with beasts, beside the freewill offering for the house of God that is in Jerusalem.
