Read the text. It doesn't say "Those that have believed and accept Jesus as their Lord and Savior will then obey and be baptized!!!" with or without the DUH!!!.
It says "He who believes and is baptized will be saved" Salvation comes after believing and being baptised.
Proof! baptism does not save anyone= Many get baptized to please their mother ,wife or friends and could be baptized every day of their life and still never believe and be saved!!! Think!
It just baffles me to see "believers" that don't believe Mark 16:16 and Acts 2:38.
It must be some newfangled kind of believing, huh?
There is no mention of baptism in Romans 10:13; and I would consider it to be an absolute promise of holy scripture.
However, a man can be saved through water baptism (1 Peter 3:20-21, Acts of the Apostles 2:38-39); receiving the Holy Ghost because of fulfilling the condition of the conditional promise given.
The scripture says: "He who believes "AND" is baptized will be saved"
Paul, who wrote Romans chapter 10 as quoted in the OP - also wrote this in Romans...
Romans 6:4 Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life.
[5] For if we have been planted together in the likeness of his death, we shall be also in the likeness of his resurrection:

He who does not believe is not saved even if he is baptized every day of his life!!!Think!
"He who does not believe is not saved" --- Correct.
"even if he is baptized every day of his life" --- Correct.
However, He that believeth "AND" is baptized shall be saved

A young man with down syndrom once he said something he had noticed .
The old man can go down dry and still come up wet . way too many being baptized , yet have no true life saving faith in JESUS .
And how does one know . well ye shall surely know them by their fruits .
I did notice something though . If even after peter had spoken unto cornelius and all his house .
If even after the HOLY Ghost had set on them and they had spoke in tongues .
NOTICE what peter says . IS there any water here , Water baptism was highly important to that early church .
Course it means nothing if the one being baptized is not truly of faith in JESUS .
You can go down a dry old man and many still come up a wet old man .
A conversion from GOD , CHRIST , SPIRIT , is real and it shall indeed bear fruits worthy of repentance .
There is a power so few know , because so many have learned and or came to another jesus ,
There is a love that only GOD can give a soul and from HIM that soul hungers and loves TRUTH , HOLINESS , RIGHTEOUSNESS .
But there are many that do not know this . God changes the heart , the desires , the direction of all who are HIS .

The eunach asked peter , what does hinder me , prevent me , from being baptized . Because he saw a pool of water .
AND peter said , IF , IF You believe in your heart upon the LORD JESUS CHRIST , ye may be .
AND of course the eunach said , AMEN I BELIEVE .
But notice peter said , IF you BELIEVE ye may be water baptized . Uselss to water baptize anyone who does not Truly believe .
But they must have saw the water baptism as dire important .

I agree to the extent that if the Baptism was undergone by a “Believer”, he is saved......he was saved because of his Faith in Jesus Christ and getting Baptized is a pretty solid sign that the guy that got wet was more than likely a man who had that Faith.....we gotta remember it was the Faith that lead to the baptism and not the baptism itself....any Gospel that relies upon any firm of human merit ( religion, in other words) ain’t the Gospel....
Hogwash! Here is the true way to get Saved and stay saved......ask.
“ Anybody that ASKS to be Saved WILL BE SAVED”..... yeah, it’s that simple....” Turn to me and I will turn to you”...... we do our part — Turn to God — and then He will perform His part—- do the Saving...

Jesus didn't say that baptism alone saves.
He said "He who believes and is baptized will be saved"
Faith + baptism = salvation, not either/or
As I keep saying you have to take all relevant scripture into account

A: Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Acts 2:37 Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do?
[38] Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
[39] For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
The Lord has not stopped calling.

Wrong, the way to turn to God is by obeying Acts 2:38.
They asked Peter "...what shall we do?"
Peter told them what to do in verse 38.
This has never been debunked.
