    Arn, that is not the question asked though. Can a person who does not believe or rejects Moses be a Christian. By default the question assumes the person in question HAS knowledge of Moses... how else can Moses be rejected if not first read?

    You have the meaning of that verse bass-ackwards... it is Paul pre-emptively answering the objection that before there was the Law there was no sin. Paul is saying even if the Law was never given we would still be judged as sinners because of the Law written on our hearts.
