    Paul travelled to Rome and founded a Church there but thats not the issue. You asked about the basis of the claim. They are not disputing that Paul was the one who started the Church, they are disputing that the the expression 'upon this Rock' belongs to Jesus. Rome insists it belongs to Peter.
