If Garcia would have accepted being deported to his home country of El Salvador, he could have brought his family there. He was already there. The USA is providing free flight and also $1,000 each for self deporters.

Garcia's lawyers thought they could outsmart ICE. Lawyers made a list of 22 countries that Garcia couldn't be deported to... because he would be persecuted there.
But President Trump's administration is finding other countries that are willing to take in the deported! Thus Garcia will end up in Eswatini, Africa.
