I would be very interested to know who these "masters" are, at least, who you think they are. BTW, Bush Sr. was talking about the IRS in that quote. I guess Obama didn't get the memo and unleashed the IRS on the Tea Party leaders. Oh, well, old news.
These masters are essentially the Zionist Jew money grabbers and owners of all central banks around the world. When they speak, all governments listen today, as they are at their bidding. THey are tightening the noose of their control. They can plunge a country into financial chaos if they want to...who do you think owns the World Bank and the IMF..the same vampires...
The world of greed and finance pull all the important and earth-shaking strings and even get people into power within their own national governments. They can also dispose of those that do not play their game of football. It is all rigged in the end. Today, in most of the West it is the socialist political parties that owe the most allegiance to these evil men. In the US who is pushing for the green new deal, the COVID lockdowns etc...in OZ in the UK...it is the same in most of the world today. All in lockstep....
The world the Rothschilds and the Rockefellers and some other families form the top of this cabal and pyramid. We are at the bottom layer....
Most people still are living in fantasy land and laugh at all this and say there is no conspiracy here....everyone is out to get what they can in life..there is no coordinated plan etc....
Then why I ask do we have real conspiracies since especially the 1700s and more importantly today? Bible prophecy seems to suggest there is evil afoot as one entity...

Former senior government officials played the roles of NSC members; media representatives were among the observers and played journalists during the mock press conferences. The exercise, complete with a 44-page script, simulated several days of the outbreak, throughout which the government scrambled to stop the spread, including developing a new vaccine and distributing it.
