It is possible that a Saint can become a sinner, James 5:19-20. The one who was called "brethren" v19 who errs from the truth is now called a 'sinner' v20. So as long as the brother/Christian remains in the truth walking in the light he is not a sinner but seen as righteous by God. Yet if he quits walking in the light (1 John 1:7) his sins are no longer cleansed away, he become lost sinner in need of being converted. So even though the Christian sins he is not a sinner in need of being converted for as long as he remains faithful in the truth (walking in the light) all his sins are cleansed away.
If an Acts 2:38 saint practices sin, he or she must prepare for a whoopin' from the Lord.

But when we [fall short and] are judged by the Lord, we are disciplined [by undergoing His correction] so that we will not be condemned [to eternal punishment] along with the world.

Yes, we know that we are sons of God when He disciplines us. He loves us more than we can even think of loving our children as we discipline them in their adolescence.
To even qualify as a child of God, one must obey Acts 2:38.

Cause I'm sort of confused about this. Anybody and everybody who isn't Jesus sins,.. but yet since we are all saved by grace and the blood of Christ, does that mean we can't actually be called sinners since God no longer looks at our sin? Then again, we still need to repent whenever we do sin so which is it? Since murders are still murders even if they've felt remorse for it and have been forgiven for it afterwards.
This is a significant issue and can be a great encouragement! It's true that "God no longer looks at our sin," as He dose not observe us "after the flesh," i.e. after the old man or sin nature (Rom 8:9). In my understanding a sinner is not just one who sins but sins "willfully," as one without the new man and the Spirit (unregenerate - unsaved). This answers to why there are no Scriptures relating the saved as "sinners."

No it doesn't. Christians are saved from Hell no matter how many or what kinds of sins that they commit. It doesn't excuse them, but Jesus still paid the penalty for them.
For Christians, God does not impute sin to their account, as in will not hold it against them regarding having eternal life, he passes over the sins previously committed.
However we are not to commit sins willfully as that ensures judgement against us. But still not to eternal death.

All of us sin, Christians still sin. If they deny their sin, then the truth is not in them.
We sin in our bodies, and we find ourselves as flesh and blood creatures for now,

9 But you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you. Now if anyone does not have the Spirit of Christ, he is not His. 10 And if Christ is in you, the body is dead because of sin, but the Spirit is life because of righteousness. 11 But if the Spirit of Him who raised Jesus from the dead dwells in you, He who raised Christ from the dead will also give life to your mortal bodies through His Spirit who dwells in you.

But we are more then physical creatures when born again, we have a new spirit inside of us, joined to God as one spirit with Him, and that part of us is created in righteousness and holiness and that part can not sin

If anyone sees his brother sinning a sin which does not lead to death, he will ask, and He will give him life for those who commit sin not leading to death. There is sin leading to death. I do not say that he should pray about that.

"Are Christians sinners?"

No.

Unless Jesus failed, and the Gospel is a lie. In that case the answer would be, both no and yes. There can be no such thing as a Christian. Yes, the whole world is full of sinners.

Thank God the latter isn't the case.
