Mainly building residences within a 15-minute walk to work and to stores to shop. It's not population control. If you have ever lived in a traffic congested area, you would welcome it. But what you apparently do not understand, is that we (USA) is under Continuity of Government, a constitutional measure providing for covert government activities to continue while covert war is waged. This you should be able to tell from who his enemies are.
