Yeah... I know. It should be a known fact among believers everywhere, but it is not.
Tongue speakers are actually speaking against this when they preach receiving the Holy Spirit separate from salvation in order to get this supernatural tongue that never comes with interpretation, but is assumed to be a prayer language of the Holy Spirit.
That is the falling away from the faith warned about in 2 Thessalonians 2nd chapter.
Some do preach "another" baptism of the Holy Ghost with evidence of tongues, but for now, the debate is about this apostasy that believers do not have the Holy Spirit at their "salvation"; that they must seek to receive the Holy Spirit with evidence of tongues to get that promise.

Jesus is talking to Nicodemus about being born again of the Spirit.
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7 Marvel not that I said unto thee, Ye must be born again. 8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit. 9 Nicodemus answered and said unto him, How can these things be?
Jesus is answering Nicodemus's question of how this will happen.
John 3:12 If I have told you earthly things, and ye believe not, how shall ye believe, if I tell you of heavenly things? 13 And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven. 14 And as Moses lifted up the serpent in the wilderness, even so must the Son of man be lifted up: 15 That whosoever believeth in him should not perish, but have eternal life. 16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. 17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved. 18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
So born again of the Spirit is salvation when one believes in Jesus Christ.
But tongue speakers will say otherwise because they are trying to "guess" what that phenomenon was that came over them later on in life as a saved believer that brought tongues which never comes with interpretation, but assumed to be a prayer language of the Holy Ghost... which it is not.
They will not say it so bluntly, but they use scriptural references in the Book of Acts to tell other believers that they do not have the Holy Spirit yet as this is separate from salvation.
One of the passages they use is Acts 19:1-7 in saying how these disciples did not have the Holy Ghost yet, but they are not reading that rightly because they were disciples of John the Baptist's' not disciples of Jesus Christ. Paul had to tell them about Jesus being the One that John the Baptist was preaching about, and then these disciples got water baptized in Jesus's name and received the Holy Ghost after that as saved believers in Jesus Christ.

There was a delay for those believers receiving the promise of the Holy Ghost, but they were not saved until they did. The problem with tongue speakers is that they are not discerning why the delay. Simon's heart was not right with the Lord because he had a gall of bitterness within him as he had thought he could purchase this power from the apostle John & Peter for giving people the Holy Ghost;
Luke went through the trouble of giving the background on those Samaritans & Simon the sorcerer as the Samaritans were "fans" or "followers" by coercion under Simon whom was responsible for afflicting the people with unclean spirits.
Now Philip was coming along, casting out those unclean spirits and healing the lame and so forth while preaching ( due note this ) "the things concerning the kingdom of God and the name of Jesus Christ". Yes, they got water baptized in Jesus's name but Luke pointed out that they had not received the Holy Spirit yet. Peter & John had to go down there to lay hands on them for them to receive the promise.
Why? The people were being fans of Philip now instead of Simon and thinking all these things were happening by Philip and not from the Lord. Simon saw Peter & John laying hands and he, too, was not seeing this as coming from the Lord. That was why the Holy Ghost had to come through Peter & John because the people were being too much of a fan of Philip to not see the Lord working in their lives.
As the Father was being patient with these believers and even Simon, they were not saved yet until they had lifted their eyes to the Lord Jesus Christ above in receiving the promise of the Holy Ghost. They were not born again of the Spirit & thus saved until they did.
So no matter what the tongue speakers tell you about receiving the Holy Spirit separate from salvation with evidence of tongues, that is not the gospel of our Lord Jesus Christ, and that is why that tongue never comes with interpretation, because that phenomenon is not of Him.
