C'mon, you know budgets don't work like that. SNAP is a federally-funded program to the tune of $100 billion annually. California's share is about $1 billion per month. If you didn't budget for it and the expected federal funds are cut off, you don't come up with a billion dollars on short notice.

Then why did all the blue states holler so much, but the red states funded from reserves. You didn't hear the red states running out of Medicaid and snap. California screamed, so where are the budget reserves. Something is wrong with how the blue states allocate money.
