God knew everything and all the consequences before they happened. There was no need for divinity to regret. This was an example of anthropomorphism.6 the LORD regretted that he had made man on the earth, and it grieved him to his heart.
Another example in 1 Samuel 15:
In terms of anthropomorphism, the LORD regrets.10 The word of the LORD came to Samuel: 11 “I regret that I have made Saul king, for he has turned back from following me and has not performed my commandments.” And Samuel was angry, and he cried to the LORD all night.
Regarding divine attributes, he does not regret anything since he is omniscient.29 And also the Glory of Israel will not lie or have regret, for he is not a man, that he should have regret.”
Anthropomorphism again.35b And the LORD regretted that he had made Saul king over Israel.
