All great questions. The 5A right to not be a witness against yourself is inapplicable in the case where you have been pardoned. Joe Biden pardoned Fauci pro-actively for a certain time period leading up to COVID. Therefore, he cannot be prosecuted for crimes from that time period.
Now, Biden's pro-active pardon is unprecedented. In the past, people were at least indicted for crimes they were pardoned for. Most of the time, they were already convicted as is the case with Trump pardoning those from the Jan 6 marching on the Capital. I believe the pardon Biden gave is also unprecedented in scope, "any and all crimes," not necessarily related only to mishandling COVID.
There is no question Fauci lied to the American people repeatedly, including previous Congressional testimony. Social distancing benefits, problems with wearing the mask, and worse, denying he funded the Chinese lab in achieving "gain of function" to circumvent legislation on such bio weapons. He pretended this "gain of function" was a natural result of so-called "wet markets" of odd animals in China. And worst of all, he profited millions from the jab that was shown to cause more harm than good. And Pfizer doubly benefited, not only selling the "vaccine" which is a misnomer, and profiting from selling medications from the complications of the jab.
Trump's advisor, Peter Navarro, was jailed under Biden for contempt of Congress.
Trump picks Peter Navarro, who was imprisoned for defying Jan. 6 subpoena, as White House adviser. And Fauci would certainly be vulnerable for prison for the same from past testimony had it not been for the pardon.
Now, this week, Fauci foolishly refused to answer questions even though he was pardoned. This opens him up to contempt of Congress charges that the pardon doesn't cover. Is Fauci being prosecuted? Yes but not in the courts. Congress will have to vote on whether or not they find him in contempt of Congress. I think he is as guilty as sin.
I believe foreigners are not used to contempt charges from a political, legislative body. Your system probably only has contempt charges coming from the courts. However, in the US system, Congress has oversight authority and in that capacity they can find witnesses in contempt.
Fauci's gaslighting was something to behold; He couched his contempt in refusing to answer questions as due to his deep abiding respect for Congress. Yea, right!
