His comments came as retailers including Walmart, Target, and Rite Aid have struggled with shoplifting nationwide.

Those stores , probably all retailers in the U. S including home goods shops like Home Depot, have a no pursuit policy.

Former employees know this. As do thieves.

Our local home goods shop had a couple pull up at their lumber department, broad daylight, and load outdoor display items into the van.
While there are security cameras there they knew there was no security people watching them.
They reportedly got away with thousands of dollars of retail merchandise.

A local Walmart has a guy who makes regular ventures into the store. He steals giant dufflebags from their luggage department, or laundry baskets, that he fills with merchandise. Then he walks right out the doors.

Receipt checkers can't legally detain him . Only security, loss prevention, can. And where are they most of the time? In a room between the lobby doors watching the cameras.

In any retail shop here if an employee intercedes, they're fired.
Ostensibly because retailers claim employee lives are more important than merchandise.

In reality,liability. If something happens to the employee they could sue.Just the publicity would be bad enough.
In truth, retailers get to write off taxes all retail value of stolen merchandise.
Tis in part is why Walmarts will have a huge self checkout station.It invites those who will "miss scan" items.

If retailers don't sell last year's inventory, come the new tax season, April 15,they pay inventory tax again on last year's inventory. Which is why near tax season there are huge clearance sales.


Corporations don't pay income tax. Employees of corporations and companies do.
