OF COURSE. Because a federal Judge of the Judicial branch cannot usurp the authority of the Executive branch. Equal branches of Gov't cannot impugn the other branches. You can only file a lawsuit. The Supreme court already ruled on this.

Our trash service is headquartered in the next town over. Call their customer service line and you get CS operators located in the Philippines. I asked where they were located the first time I telephoned due to a missed pick up.
