The Hebrew word "eill" means howl or howling, not Lucifer.Free will created the devil. od made men and angels with free will. Lucifer was the top angel but he was arrogant and headstrong. God commanded that he pay home age to Adam and he refused and got a 3rd of the angels on his side. They made war on God and St Michael threw them down to earth. Lucifer the lightbearer became Satan the adversary. he had been cast to earth and decided that sicne he was brought down low he would do the same to Adam so he ctempted Eve which led to the fall of man.
Lucifer had been a highly favoured archangel and asa result was very conceitred. Having been brought down he cannot strike against God so he strikes against man because man is an easier target. Though the devil is no longer an archangel he still has the ability to appear before the throne of God, which we see in the book of Job.
So, no the answer is God did not create a horned, cloven hoofed, goat legged, red skinned horror, he simply gave free will to his most senior Archangel.. BTW all that goat leg stuff is just imagery; the devil probably looks nothing like that.

All things come from God except evil. God gave his Angels and humans free will and free will created evil. God made Lucifer or Samael or whatever you want to call him (he has plenty of names) proud and headstrong. Lucifer did not have to rebel against God, he could have supressed his jealousy of Adam but he was too proud.. Pride comes before a fall. Basically he had a choice and he chose to rebel agaisnt God in the attempt to try and take over.
Basically I believe in free will and relegate pre-destination to the sidelines. I don't rule it out because God always has a plan for everyone and everything but I don't think that here and now things are so set in stone.
