It says that each person must be convinced in his own mind. That is true regardless of the situation. Jesus didn't come to create a totalitarian state or enforce a religion by intimidation and arms.
I did not say he did but there is still only one true religion founded by God and revealed by Christ that all must submit to and obey

matt 28:18 all power (authority) is found in Christ the king all must submit and obey him

Jesus did not come to establish a religion. For those who affirm the truth of the Bible, we know that the only authorized religion is the one Moses trained his people to practice. Jesus is training his disciples to walk in a new way, free of religion. In other words, there can never be "the one true" religion because the only approved religion in the Bible is no longer being practiced and Jesus is disabusing his followers of religion altogether.

How can you have a covenant without it being a religion?
First of all, we follow and obey Jesus Christ. It does not follow that since we do not obey a hierarchy that we are anarchist. And neither does it follow that since we don't obey your leaders that we only know disobedience and rebellion.

While we agree that religion is a particular system of faith and worship, such faith and worship are based on a set of rules. Jesus and the Father are teaching us to live differently, not according to a set of rules but according to a set of principles, values, and morals, free to be convinced in our own minds and free to act accordingly. Jesus wants his disciples to do the right thing for it's own sake. Those who follow a set of rules or traditions have no interest in reason or the answer as to why something is right or wrong.

We follow Jesus, not to satisfy a religious rule, but because following Jesus is the right thing to do. We obey him, not to satisfy a rule or a bishop, but because obeying Jesus is the right thing to do. Good for goodness sake, righteousness for righteousness sake, love for love's sake, truth for truth's sake, because all of these should be done whether or not a rule exists.

Consider what the Apostle Paul wrote in his letter to the Galatians. He calls this "walking by the spirit." He spoke about the fruits of the Spirit and in that context he says, "against such things there is no law." Understand? If you are keeping the rules of your religion, you are walking according to the flesh. But if you are experiencing the fruits of the Spirit, you are walking by the Spirit, which is outside and beyond your rules and traditions.

You are "little birdy", because like the little birds you eat the seeds that fall on the hard ground. You seek to take the word away so that it will not benefit those who hear it.
